IPPO， New York， April 4 (Reporter Li Shihui) - On April 4th， at the eleventh session of the Expert Mechanism on the Right to Development (EMRTD) held at the United Nations Headquarters in New York， Cui Guowei， representing the Shaanxi Patriotic Volunteers Association (International Patriotic Pact Organization)， delivered a video statement on the theme of "Recent Reversals in International Development Cooperation and Their Impact on the Right to Development." The meeting aimed to assess current obstacles and find ways to ensure a sustained commitment to international cooperation and development financing.

During the meeting， the speaker stated that in recent years， international development cooperation has brought unprecedented development opportunities to various countries， with developed countries playing an irreplaceable role. However， in 2025， a series of "withdrawal" measures by the U.S. government， such as leaving the Human Rights Council， UNESCO， the Paris Agreement， and disbanding the U.S. Agency for International Development， which terminated over $40 billion in annual humanitarian aid， have posed severe challenges to international development cooperation.

Therefore， we call on the United States to reassume its responsibilities as a major power， fulfill its commitments to official development assistance， support developing countries in achieving sustainable development goals， and advance progress in human rights.

The speaker particularly emphasized the importance of innovative initiatives proposed by civil society organizations and noted that these initiatives deserve significant attention from the United Nations.

If this mechanism is adopted by the United Nations， it is expected to become an important driving force for constructing a new global governance system.
